I have the honour to transmit for your

consideration the enclosed schedule (with map attached) of

the building lots granted on yearly leases under the authority

of your Despatch No. 218 of the 30th. August, 1895, and to You

recommend that the yearly leases be converted into leases for

with the usual option of renewal, on the terms as

to premium and Crown Rent set out in the Enclosure No. 3 hereto.

I also recommend the extensions shewn on the plan

to the lots 1537 - 1541. These lots are occupied by cow-sheds

by Chinese Dairymen and the proposed extensions are required

for annexes such as cookhouses, store-sheds etc.

Lots Nos. 1575 and 1576 were not granted under

authority of the Despatch above referred to, but were granted

on yearly leases under similar circumstances in 1899. Lots

1583 were bought at auction in 1900.

It is desirable to convert all these year-

ly leases and to grant the extensions in order to induce the

occupiers to erect Sanitary dwellings on the lots.

This they cannot be expected to do under a yearly

tenure only.
